Energy savings measurement and verification

We develop measurement and verification — M&V — principles during project preparation. Consumption and generation data are linked to contracts, settlement and participants’ responsibilities. This gives the owner, ESCO partner and capital providers an agreed basis for assessing performance.

The baseline and measurement boundary

We organise baseline-period data and operating conditions. We define the installations and energy flows included in the assessment. Relevant factors such as weather, production output and operating hours are identified, together with a method for accounting for their changes.

An M&V plan and the IPMVP approach

We define data sources, metering, reading frequency and calculation rules. The approach is selected for the scale and type of upgrade, with the option to use the IPMVP framework. We establish adjustments, data quality controls and procedures for missing measurements.

Monitoring and performance reporting

We organise the collection of consumption, generation and cost data. Energy performance is assessed against operating conditions, while financial outcomes also reflect price changes. Reports identify deviations, possible causes and issues requiring clarification by the responsible partners.

EPC settlement and performance management

We connect measurement principles to the energy performance contract, performance-based fees or local energy programme rules. We establish responsibility for reporting, verification and settlement. Within the agreed scope, we coordinate investigation of deviations and actions to maintain performance.

Project deliverable

An M&V plan, a baseline description, data and reporting requirements, and principles for verification and settlement.

The methodology, measurement boundary and responsibilities are agreed for each project. Monitoring costs are matched to the value and significance of the performance being verified.

Before starting a project

Is a lower bill enough to verify energy savings?

Bills are also affected by prices, activity levels and operating conditions. Energy savings assessment requires comparison with an appropriately adjusted baseline. The method for calculating financial outcomes is defined separately.

When should the measurement plan be prepared?

During project and contract preparation, so that baseline data and assessment methods are agreed before the upgrade. This allows metering, responsibilities and verification costs to be planned for the cooperation period.
